Born on December 12, 1959, Dr. Shrikant Baldi, B. Com (Hons) (Accountancy), attained a gold medal in M.A. (Pub. Administration) and continued his academic journey with MA (History), M.B.A (Public Services) from University of Birmingham, U.K., and a Phd in Public Administration.

He retired as the Chief Secretary of Himachal Pradesh in December 2019 and is currently Chairman, HP RERA, from January 2020. With over 37 years of experience, he has worked on several administrative posts, specifically in the field of Finance.

As the Principal Secretary (Finance), he prepared 8 Budgets of the State Government and presented them to the State Govt. Memorandum to the 14th Finance Commission. Dr. Shrikant has served as the Power Secretary and Chairman HPSEB to steer various reforms in the power sector. In the capacity of Secretary (Environment) and Member Secretary State Council for Science Technology & Environment, he commissioned several initiatives to improve the quality of air and water in Himachal Pradesh.

Dr. Shrikant formatted the Disaster Relief Manual for Himachal Pradesh as the Special Secretary Revenue, which is now the official code for the Disaster Management in the State. In addition, as Secretary, Rural Development, H.P, he spearheaded the programme of rural sanitation, poverty alleviation programmes, and the empowerment of School Management Committees.

He contributed through various externally aided projects approved from the GOI and funding agencies as the Environment and Finance Secretary, wherein he worked in close association with ADB, World Bank, JICA and KFW to bring significant reforms.

With many published papers and reports to his name, Dr. Shrikant has attended several training sessions and workshops to escalate his professional acumen.
